此成語指人在羅馬時，應按羅馬人的做法。此成語可追源於16世紀，於《牛津英語諺語集》（The Oxford Book of English Proverbs）引用St. Ambros所提出的禁令﹕"If you are in Rome, live in the Roman way; if you are elsewhere, live as they do there."所以，後來被人當作成語之用。此句亦可寫成"When in Rome, do as the Romans do."
